Under the collective bargaining agreement between the county and the Wisconsin Professional Police Association, the association
grieved ten interstate conveyances of prisoners between April 21, 1986 and October 6, 1986. 1 The association alleged that
the sheriff and the county violated sec. 7.11 of the collective bargaining agreement by contracting for such conveyances with
the U.S. Marshal's Service rather than assigning the work to bargaining unit personnel. The arbitrator agreed and ordered
the sheriff and the county to cease the practice. The association also alleged that the county violated sec. 19.01, the "Maintenance of Standards" clause of the agreement.
The arbitrator concluded that sec. 19.01 did not apply. The association does not contest that Conclusion.
